Cargo Matters has signed a Memorandum of Understanding (MoU) with the State Government of Andhra Pradesh to set up an integrated electric vehicle (EV) manufacturing and charging hub with an investment of ₹100 crore, an official statement said.
The technology-driven logistics and sustainable infrastructure firm said the project aims to accelerate the electrification of heavy commercial vehicles (HCVs) as part of India’s green freight transition.
Additionally, Cargo Matters has submitted a Detailed Project Report (DPR) to the Andhra Pradesh Industrial Infrastructure Corporation(APIIC) seeking the allotment of 18 acres of industrial land for the proposed facility.
The planned hub will include a manufacturing block for EV charger production, a retrofit facility for electrifying heavy vehicles, and a research and development unit for validation and certification.
The statement added that the project is expected to generate around 1,000 direct jobs and about 3,000 indirect employment opportunities in the state.
Of the total investment, ₹50 crore will be allocated for charging infrastructure to support regional heavy-duty electric freight corridors.
Pilot operations are expected to begin within 12–18 months, while full commercial commissioning is targeted within 24 months of receiving approvals, the company said.
“This MoU represents our commitment to practical decarbonisation. While the passenger EV market is maturing, the heavy freight sector remains the final frontier,”Founder and Chairman of Cargo Matters, Umesh Padala said.
The proposed facility in Madanapalle will help fleet owners transition to electric mobility through advanced retrofitting solutions and heavy-duty charging infrastructure, he added.
Director at Andhra Pradesh Industrial Infrastructure Corporation, P. N. Mahesh said the project aligns with the state’s sustainable mobility goals.
He said the initiative supports the Andhra Pradesh Sustainable Electric Mobility Policy 4.0 (2024–2029) and strengthens the state’s green freight vision.
Strategically located near the borders of Karnataka and Tamil Nadu, Madanapalle offers strong logistics connectivity, being about 100 km from Bengaluru and around 250 km from Chennai, he added.
The project also aligns with the Andhra Pradesh EV Policy 2024–2029, aimed at positioning the state as a hub for electric vehicle manufacturing and sustainable transport.
Cargo Matters (Parmelee Cargo Matters Logistic Solutions Pvt Ltd), headquartered in New Delhi, operates a fleet of more than 400 GPS-enabled trucks across over 15,000 pincodes and serves clients including Tata Steel, DHL, and Havells. The company integrates logistics data through the National ULIP platform and provides full truckload (FTL) and less-than-truckload (LTL) services with a focus on real-time visibility and green freight solutions.
